Partner entitled to “putative” status where s/he had a reasonable, good faith belief that domestic partnership was validly registered, even if the registration never took place.

DPA had no retroactive application, and P had no rights as a former DP, where couple did not comply with state registration requirements; neither did P have standing as a "putative" partner.
