Injunctions do not issue as matter of right merely because statute declared unconstitutional; w/out actual or threatened expenditure of public funds to enforce invalid statute, P had no standing to sue as a taxpayer.

Taxpayer’s interest in enjoining use of public funds to enforce allegedly illegal ordinance not sufficient for preliminary injunction without showing of other injury.
